Low Value Purchasing
Course Code LVP
Description: This One Day Bespoke Course is mandatory for new and replacement LVP/GPC Managers and Deputies. It starts with an introduction to Contract Law and MOD Commercial Policy on correct and responsible behaviour in procurement. It then defines Low Value Purchasing and its benefits, the appropriate MOD Policy on correct procedure and the consequences of malpractice. The process of delegation is explained along with corresponding roles and responsibilities. All relevant business forms are introduced, with the appropriate contact points. The external ordering and payment process is explained along with the necessary internal audit trail procedure.

Delegates are strongly encouraged to take written notes during the course. The course concludes with a mandatory 30 minute multiple choice based test. The test requires a score of 80% and above to achieve a successful pass. On passing the test, the successful delegate is then presented with a LVP GPC reference Handbook Guide and Certificate of attendance/achievement. For those who are not successful on the first attempt, an immediate re-sit is available in class. Students who do not pass the test and do not pass the re-sit, or who decline to take the re-sit, will not receive a certificate of attendance/achievement and will be expected to notify their Line Manager and/or Mentor to discuss re-attending another LVP Managers Course at a later date.
 
Aim: To provide personnel with the basic knowledge of MoD Policy on Commercial Awareness and English Contract Law. To provide the knowledge and resources needed to enable staff to competently manage Low Value Purchasing activities within their area of responsibility.
Duration: 1 day non-residential
Pre-Requisites: It is essential that an LVP Manager Data Activation form be completed by the applicant's mentor and attached to the course application form. Please note that you cannot self book onto this course.
Designed For: New and replacement Low Value Purchasing managers encompassing both GPC and paper based method. This course is for Managers NOT GPC Cardholders. This course is not open to industry.
Objectives: By the end of the course, the student should be able to demonstrate an:
• Understanding of the basic rules of MoD Commercial & Contract Law including the
‘Elements of a Contract’
• Awareness of Low Value Purchasing and comprehension of the issues
• Ability to Identify possible issues affecting ones working area
• Awareness of how to ensure the correct application of LVP policy.
• Ability to discern the correct terminology and apply an understanding of appropriate LVP practices and procedures by answering a mandatory multiple choice test paper.
