Business Cases and Approvals Process

Description: A course designed to provide an understanding of the Investment Approvals Board, the Approvals Process and the role of the Business Case, including information on constructing a Business Case. This course covers the IAB approvals’ process. The optional half day looks in detail at the DE&S Assurance process. The course uses experienced guest speakers from the Investment Approvals Board Secretariat and the Scrutineer community. The course has been structured in such a way as to benefit delegates of a range of grades and disciplines, by the adoption of an interactive approach to learning. The course covers the principles of preparing all Business Cases, but focuses on the process for Category A & B Business Cases. Processes for Category C & D cases are not covered.
Aim: To provide a thorough understanding of the Investment Approvals Process and the supporting documentation required to inform decision making.
Duration: 2 days non-residential
Pre-Requisites:

Satisfactory completion of the test following attendance on Introduction to Defence Acquisition (IDA/IDAOLT).

Designed For: Personnel in the Acquisition Environment who are involved in constructing or about to construct their Business Case. The course is also designed for those involved in the Approvals Process i.e. scrutineers and Business Case briefers. This includes DE&S and DEC personnel, and is aimed at IPT Leaders, Band B and C staff and their military equivalents. Personnel from other MOD and Government Departments dealing with Approvals and Business Cases may also attend. This course is not open to industry BUT is open to other UK government and trading agencies. This course does not cover the approvals process for Cat C or D projects. The course is not designed to be a step by step guide to writing a Business Case, but an introduction to the principles and processes involved. The final half day session of the course will concentrate on the DE&S Approvals Support process. It will include the role of the DE&S Investment Board in endorsing Cat A & B projects prior to IAB approval and its through life investment assurance requirements. Whilst this will be of particular use to delegates currently working in DE&S, this part of the course is optional for delegates from other TLBs.
Cost for Non MoD Applicants: This course is not open to industry, however applications from other government departments will be considered on a case by case basis.
Objectives: By the end of the course delegates will be able to:

• Explain the need for Approvals;
• Describe the policy background and cite the members of the Investment Approvals Board;
• Explain the sections which comprise the Business Case;
• Describe other supporting documents and their importance to the case;
• Recognise what information is needed for a Business Case to be successful;
• Describe the role of the Scrutineers in the Approvals process;
• Understand the best practice models for developing the business case;
• Recognise the sources of reference and further Approvals advice.
